Yes, you can make that change. However, you will probably have an unsatisfactory product. I would suggest reversing the flours using 2 cups whole-wheat and 1 cup all-purpose flours. To use only the 'wheat' will give you a flatter, denser product. You can also get a decent product by using cake flour instead of the all-purpose. That works good with the whole-wheat. Good luck and don't be afraid to experiment.
